I don't really like this idea,
Heres why:
On an RP server you should be able to get as high as possible, I mean, thats more realistic and rp-ish, no?
That way the people who RP violent-type people get high levels, and are rewarded. They shouldn't be held back becuase a lot of people don't really care about that kind of RPing. Thats a lot like saying you should only be able to have a certian amount of money, so everyone can catch up becuase its not fair to people who don't spend all their time making stuff for money.
I like this version, it creates much more devirsity.
