Yes, that would seem to work, but what if this militia goes and pks other kingdoms, and basically damages that kingdoms image? We can't have tons of people with "Dustari" or "Forest" running around killing people and not roleplaying and stuff. That would suck.
All people that are part of a kingdom should roleplay. Citizens of a kingdom can still do things to other kingdoms to make their kingdom look bad.
