Telephone boothes: Good idea, but why bother spending a gralat to do that if you could just send the guy a PM for free?
Republic: Do that, but give yourself the final say in anything. That's what I would do, at least. Don't let it be completley run by the players, but it's good to let them have some say in things.
Other than that, I think your ideas a great. =)
