I agree with Konidias about everything, but instead of not allowing threads about server's being down, allow one thread to be post, and any other thread be deleted, and delete every flame in the post saying "good i hate that server" in the thread and that they're happy it's down. Or just simply post it yourself the reason why the server's down.
