The way I was thinking (following the old republic as closely a possible) is this:

The House of Wishes is appointed. They talk to the citizens of the kingdom and bring forward proposals to debate. Once they are debated and approved it moves onto the Senate.

The Senate is elected and looks over the bill or proposal, and either approves it or sends it back to the House to be ratified.

The Monarch gets the bill if it is approved by the Senate, and either acepts it to make it law, or rejects it and is send back to House of Wishes.

The House of Wishes would probably have 3-5 people, and the Senate three people. Ty to keep the numbers as low as possible to avoid having too many chiefs, not enough indians, so to speak.
