The reason they are keeping the servers up is simple. They want it to appear as if they've done all this tremendous work and put effort into making it look as if Graal's not in a recession, when in all actuality, it certainly is. If Stefan/Stephane shut down all the "crappy" playerworlds, then a few people here and there would get pissed and just quit, taking away from Graal's chance of convincing them to upgrade their accounts. That's how it works, I think.
