I would love to hear what the police would have to say about this. You're going to take him to court and spend hundreds of dollars over 50 dollars that he might not have even recieved. Most disputes over money are null unless there is a signed contract or visible agreement that the deal was taking place.
You're going to look like a big fool going to court:
Judge: So what brings you to court?
You: This guy scammed me, u got to believe me, u see, I told him I would pay him money to make me some graphics for a game and he got the money and didn't make the graphics.
Judge: Is this true?
Soul Blade: I only recieved 25% of the payment.
You: WTF u r lying! U got all the money u liar!
Judge: Do you have any evidence that this deal occured?
You: Well I got a chat log of him saying he would do it.
