That's the best part man!
When a government sits down and plans to build infrastructure, they don't just go out onto the field and say.. "hmm.. dig here" and they start. They have to plan everything out carefully. If a kingdom does crappy on a building, they demolish it and try again.
I vote to let the kingdoms build their own buildings. Kawaii, I don't know why you want to make the islands. It would be fun if you got together with Kamuii and directed our forces to inustrialize Dustari
