All of that is easily scripted.. no need to have special options for it.. that's basic gscripting there. I know of profanity blocking npcs that have been made before.. but I think it would be so much better if it actually edited your sentence instead of just replacing it with "YOU ARE USING PROFANITY!" when you say "Shut up *******" it would say "Shut up !@$%!*#" just replacing the profanity with random symbols.

I think it would work a lot better that way.. I mean people can use profanity any way you try to avoide it for the most part.. if it isn't:

I mean there is a million ways to type a curseword. But yeah.. all that stuff you mentioned can be easily put into a system npc.
