I've heard different things about it, but I seriously think that the higher your rank the more accurate you are. If you're wondering what I mean by accuracy because you always hit them, you always hit them, but that doesn't mean you always give them damage. The more accurate you are, the higher chances of giving damage to them. I'm rank 5 now (it's hard as hell to gain ranks at rank 5, btw), and I'm almost 100% positive I hit people for damage more than I did at rank 0.
