Okay, I'm going to throw my opinion in here.
I don't think Stefan is doing anything wrong. People pay for Graal to play the game, they don't pay so they can demand equal things for their pw's. It's not a dictatorship because Stefan takes plenty of suggestions and comments from people to help make Graal better.
You might want to take into consideration that Stefan may have only wanted to set a certain amount of private servers up at any given time. The servers that got up, were the people that asked him at the time he was going to do it. He is a busy guy, and I'm sure he doesn't make a list of all pw's wanting their own private server, as that would be one tremendous list.
I do believe that Murasamune deserves a private test server, but Stefan might have a different opinion. Soul Blade does argue with people A LOT, and has a problem controlling himself sometimes. Stefan might possibly be looking for the attitude of the pw owner when he is making his decision for giving them a test server. You can't really say this post is showing Soul Blades good side.
People tend to trust people that they know well, and this is no exception. If you're GO staff, you're most likely on good terms with Stefan. You talk to him more than the players do, and he knows how you act and what you're capable of creating. (development of Graal) I know that if I was in Stefan's shoes, I wouldn't give complete strangers that are yelling at me, access to a private test server.
It might help to try and talk with him about it one on one, instead of making posts here or trying to contact him via email or forum pm. If you bring it to his attention on 2k2 (which he is on often) then you might have a better chance in explaining to him how good your playerworld is going to be.
