I don't think a development server would help all that much, If your playerworld is generaly looking good, and shows potential, the PW Administration team most likely won't care about NPC's for the NPC Server that don't work perfectly, they know that you have not had access to an NPC server and have no way of testing-- Your PW will probably pass right now if you meet the level requirements and show your work/things you have planned.
Your making it sound like Stefan hires GO developers to help out these people, what next? Does Stefan add NPC scripting abilities to the graal.exe for these PW's too? You letting bits and peices of infortmation drive you crasy. Get the information, get the facts, and then decide, objectivly, if there is anything wrong.
You want an UC server? Simply make your onlinestartlocal go to a few "Under Construction" levels that tell people to check back later.
Yes, creating a Playerwprld is a long, fustrating, sometimes thankless, process. Don't let it get the best of you-- stay focused, stay positive... and keep your eye on the prize.
Please don't take this the wrong way, this is what I can see from my (limited) information provided to me. I think your PW will rock, you just need to relax.

Keep my eyes on what freakin prize? Its gotten me NOTHING at all. And thats the freakin problem, I need to make a ton of NPCs then redo every damn one, while these others skip all that and save a ton of time and work. And with the number of NPCs I am creating, it would take as much time as it did to create them to redo them.
I didn't say hidden servers because we shouldn't mention those, they don't want people to know about them, so I needed to work around it.
And yes, Stefan only allows GO developers to have them from what I've seen.
Thinking about graal constantly? I'm thinking "wonder if this would be good for Murasamune..." "maybe I should redo this..." "wow I need to show this on the forums". I'm thinking of ways to improve Murasamune.

No, the PW administration does NOT review UC servers, which is why I haven't submitted.
I have done my research as well with this stuff, so I know the facts, and the more I know the more fustrating it is.
