Henry or Kamuii correct this if it's wrong, but I believe this is close to accurate.
The Paladin takes orders from the Field Marshal and the King.
He has
some control over commanders, but I believe that is more of a "following this suggestion is a good idea" type of "control," and not a direct orders type of control. The Paladin does have the ability to give orders to the ranks in the military below commanders.
If a conflict of whose orders are superior, I do believe the Paladin's are; but again, please Henry or Kamuii correct me if I'm wrong on that one, because I want to be clear on it as well.
