STEP 1 = DRAW BIG BLACK SKYLINE
STEP 2 = FILL IN SKYLINE WITH 2 COLORS
STEP 3 = USE PAINTBRUSH BACK AND FORTH TO MAKE WATER EFFECTS
the water is the hardest part but you can cut it off some photo or something
