Take the state of North Dakota (completely random =X). Does the government of the United States of America have TOTAL CONTROL over North Dakota? Yes.

Problem solved!
North Dakota was bought as a result of the Louisiana Purchase. It was never annexed. Plus, it doesn't matter what the definition of annexation is. We had terms of annexiationy (is that a word?) that stated that it was just for stability or something to that effect (what CheeToS said!).
