Instead of having the kingdoms prebuilt on 2002 (zormite, dustari and so on) have about 8 large patches of emptiness in different locations. eg. One on an island in the water, one in a large cave, one on plain grassland, one in a forest.
Then people with a kingdom tag (so random people cant go around screwing things up) all get a NPC. The most important people in the kingdoms tell people what they want. Then the people use the NPC to build things. Houses, walls, gates, bridges and so on. Everything takes money, wood and whatever to build. eg. 1000 wood for a wooden wall, 1000 stone for a stone wall. Plus it takes time to build (D button style). For a quick build thered need to be around 5-10 people working on something.
This way the kingdoms would be how each kingdom wanted them and where they wanted them. Plus it would be useful for rp wars and stuff because stuff can be broken, places can be taken over and so on.
