I'm not WarCaptain, but it has never worked offline for me. There are a few NPC commands that I can't use, and if I add a tileset to test and quit Graal, when I come back, the old tileset is back, but it replaced the inside floor tiles with some of my test tiles. I can't change it back.
I'll have to reinstall Graal most likely.
