This is what we should do to clear up those under-construction servers. Have three playerworld reviewers/inspectors ask the Owner to show them their future plans on getting up. Then the Pw Management staff looks and reviews everything they have done. The three people talk to each other about how long should it take them to complete their goals and if that is enough to go up. After the team plans a date, the playerworld has to be ready to be reviewed at that date or will just be reviewed on what they have. Still all three members write their own individual reviews about the under construction playerworld. Together they discuss what are their strengths and weaknesses. They vote, Majority rules.
This would clear up those under-construction servers just sitting on the list. I could care less about bandwith, scrolling down the menu is enough.
