A service like AOL where you report people and they send a warning to the main screenname can reduce this number of people a whole lot. They could possibly add something like if you press Alt+2 it takes a screenshot and sends it to be reviewed, at the same it automatically includes the account name of the person. it would take some serious programmin but I believe it can be done.
