The Control-NPC and the weapon npcs (that
control the server-side part of the weapons)
are special npcs that are not assigned to a level,
because they automatically jump to the level where
the action happens (control npc gets the special
actions actionplayeronline and actionprojectile and
actionsprojectile, the weapons the actionserverside).
It would be possible to have normal npcs not
assigned to a level, like just for storing values or
running a timeout, but we haven't seen much
purpose for that yet.
