Just put it in a system npc and have a list of levels that are "unstickable" so when you're on that level and you say unstick me it will say "You can't unstick yourself here!"

Still can be abused. Transportation via boats and the like is apparently being made a very large part of 2k2. Do you honestly think anyone would use them if they could just unstick themselves to the mainland?
Just eliminate it. Having unstick me warp you to where you entered the level is not only the most fair to roleplayers, it's idiot-proof.
