No you're wrong.. the hat giving item was when hats were free.. you said the name of the hat you wanted to wear and it gave it to you.. when you would go up to someone and use the hat giver, it would hold the hat out in front of you, and anyone that touched it ended up wearing it.. so you could go around and put hats on people.
I still remember when I had the blue flower hat and kept putting it on pkers and they would get a bunch in their undies over it.
