If something is found wrong in a zip, you'll go to that captain, the assistant, or the chief.
Alkaren really must find a chief that is on all the time for this to work out "perfect". Otherwise, there is a minor problem with absence. -- which can be worked around.
Each captain can jail a person in their zip for a trial. Then I, the judge, will (pathetically), waste an hour of my life sitting in the chair to host the court
Then a jury will decide the fate.
