He didn't actually mean you have rednecks. He used it as a comparison for some of the English who have gotten lazy with their speaking(sorta). In the south of the USA, we have rednecks, and they tend to have bad English speaking skills.
For example(this is ripped right out my friend's book):
Thêts äwõõl roit.
That's alright.
The o's in "äwõõl", are the ones with the line above them(couldn't find them in the character map).
