Not sure, jailing would be usefull for scammers, but then they would be to much like police... Mabey item and Gralat taking, for if somone scams items from someone.. but then they would need to be very trust worthy..

To take the strain of "WAAAAA SOMEONE TOOK MY HAT AND DIDNT PAY ME!!!" off of the regular police and stefan.
