The way empires and governments work is very complicated.
I could explain if you want me to, but you'll be confused..
Oh well, here it goes:
I explained what empires and kingdoms are.. Now I must explain how they work.
Empires are continents. Picture Graal like Asia and Europe. They're connected, but divided into two continents.
One is Antora and the other is Bomboria (I'm ignoring Santerrain. The Samurai are being extremely difficult when it comes to this.. so I'm totaly ignoring their existence in role-playing).
Antora and Bomboria are two massive lands. The lands are visually divided into 56x56 squares on the map.
In each empire (or continent), the land must be owned.
For example:
Antora is composed of Bogenera and the Zormites as kingdoms.
The rest of the land is unclaimed and will just be called Antorite land (ie. the apendage, the mountain, zalactic levels, etc).
Antora is really just a visual seperation from Bomboria.
In this seperation, the lands are controled by the Antora government.
The people who run the government are the people of the Antora lands (it could be someone from Bogenera, Zormites, the mountains, zalactic, apendage, whatever.. just as long as they belong to some land within the Antora border).
So, if Antora declares war on some other kingdom or on Bomboria in its entirety, it is really the "people" of Antora who are at war -- not the land itself.
ie. If the US declares war on Japan, it's really the people who declare war.
And, as we all know, the people who make up the US government are really just people who live in the country that were elected to their position.
