What determines hat rarity? I personally think hats are only worth as much as people pay for them. I haven't seen anyone demand a flower hat, and I've seen lots of fossilio and afro demand.
On another note, there are much more hats than I expected, but those Dustari hats are no longer available so you might as well take them off of the list
