i say if bomies are caught running wild they are taken from their owners
and owners have to physically bring their bomies to one of the daycare centers (there should be four. one for each town excluding underground lake) and once a bomy is in the daycare center it is safe
but the bomy wou;dn't be taken as soon as you log off
there could be a bomy catcher guy NPC who runs around and when he sees a bomy he goes and nets it. maybe even nets it and sells it cheap
