The steps I took to make the winter tileset using NeoPaint:
1. Open pics1.png
2. use the color replacer tool and pick a bright color
3. replace certain colors to get desired effect (note: it does it to everything using that same color)
to be honest, it really looks like you too the zelda tiles I matched up and then drew in the the tiles from my set
