Managment reviews PWs looking to get up
Inspectors go on PWs and look for illegal stuff
Right now they're two completely seperate teams, one headed by Genmo, the other TrueHeaT
TrueHeaT should lead them both, with sub-leaders for the PW Management and PW Inspectors
