They already are useful. What you're suggesting is exactly that. "It's a useful shield, but I wish it were so useful that I didn't need to use other ones".
When I used Brigid, I kept the shield and gloves full time (they're gr8 @ shrimps). When I used Leuc, I always used his mail (babby gale, also gr8). I don't know about Ogma's helm's stats, but the relics that I've had access to have been perfectly fine, despite other items (rightfully) trumping them. Unless a lot has changed regarding everyone's base stats and gear, the god relics are functional in their stats. Improving already useable items means making them better, and items like these that are untradeable means taking influence away from commonly traded items. It's not really a matter of debate, that's how things work. If people can get something that works for free, they won't need to purchase something that works. Which to me is a good thing anyway.
