anyways, you can't allow anyone to create a gang without there being a way for gangs to be destroyed. The original plan was to require gangs to maintain a certain amount of activity each week (determined by points) and if they failed to meet a certain quota 3 times, the gang would be deleted. Gangs could also increase their quota by expanding their gang with unlocks (for example, unlocking more member slots, or a gang weapon would increase the quota).

I've explained all of this somewhere before, but the point is that unlimited gangs spread the playerbase too thin and there needs to be a way for gangs to fail. This way, only the gangs that are actually active stay alive and hold members.
^ This guy is exactly 100% correct. I know this because I've been saying this exact same thing for at least 3 years.
