He was also the most successful leader of BH (and PPA... for 2 days) as far as memory serves in the distant past of those businesses. He wasn't as much picked, as the only rightful candidate for the job (Best PKer should probably be in the PKing business).

I don't care if Smog owns a business, but just to give him it out of the blue with his business history (and the PPA history) is frankly as idiotic as your rhetoric on how idiotic our assumptions are.
Every player should be chanced with the opportunity, I can't even bid on auctions but that would be the fairest option (as being discussed in multiple other threads). Hell, you could even raffle it off. But this magic 'joint administration decision' for a monopolized business ownership (that is apparently being reworked and updated/improved) is really cutting it close don't you think?
