It's a 15 player cap, but, some gangs aren't filling up. My gang is rank 2, and, we have like three active raiders, and, I total 95% of the points, but, due to nobody raiding, we're rank 2... The system needs to be thrown out, it's not going to come back from the state its in, the players are too lazy, and the staff don't give a damn.
