You may be possibly misreading
"ho" and it could mean
"hold" as in restrict and keep them in more captivity and he actually them
DEAD!
or maybe its more nice and cuddly and it means more literal as in "hold more pandas" and translate that down to "(ho)(hold)hug mo(more) panda(s)" and he just wants to hug pandas.
I do believe this mystery is insolvable
