The above, and you also need to:
1) Add "level mines/*.nw" to folderconfig.
2) Give yourself "rw levels/mines/*.nw"
3) Upload a dummy level (any level) into levels/mines and then delete it.
Not sure about the dummy level but it doesn't hurt to try if you're having trouble.
