It still was not hard at all to get into a gang when they actually had a purpose and everyone used an AK... You just had to be decent and have a name.
Gangs now are 'dead'.
The main point being that gangs are dead. Why would you even want to join? What does 'rejected from a gang' have to do with the system?
Analogy: You want them to change [remove] the game of kickball because you got picked last because you're not good at it?
Also: Guns != Skill
