Maybe they should earn their place then. When I ran around gangless, I was getting PM's begging me to join gangs, I'd usually start with recruiter rights then either leave or be co-leader within the day. And to be totally honest I'm not even that good...
So... if you can't manage to join a gang at this point where they have no limit or purpose, you should start playing another game.
