Hmm. My ideal server is actually completely different than yours, Cubical!
Mine would most likely evolve around the whole WWII theme, it would be a "modernish" server mixed with levels. Basically, take Zodiac and just replace all the weapons with old WWII weapons, and armor with camo's, etc.
Instead of having 3 nations, there would be 3 invented "countries", not going to choose out countries for obvious reasons. The main focus of this server would probably be on the wars that each country has; canons, sniping, boats, bunkers, etc. Each country would have a different theme, one would be 3rd world (Use those type of weapons; i.e. ak47, ak74, sniper, etc.), another country would be more of a city and use the more modern weapons (M16, M4, Sniper, MP5) than the other island would be a forst, with random villages and use the same weaps as the city country.
But! Some weapons require a certain level! You can level up by killing people, or by going on journeys, infiltrating enemy bases, capturing bases, doing favors for towns people. Quite simple.
When you level up, you gain stuff like Agility (Sprint longer, reload faster, change position quicker; crouch, prone) Strenght (Punch harder, hit people harder with your gun, move certain objects) Intelligence (Captute bases quicker, hack databases easier; infiltrating bases)
I mentioned armor earlier, but instead of having old fashioned armor, It would be Camo's, which add the above stats (there are more stats, just can't think right now).
And yeah.. that's pretty much it, I didn't mention PKing, Sparring, Events, but it's quite obvious for those.. you can't pk versus your own country, only against others. But, you can spar versus your own nation.
Oh, did I mention there are classes? Soldier, Medic, Scout, Sniper, etc. And yes! You have different characters, just like Zodiac, so you have the chance to try them all out!

Note that certain weapons are restricted to certain classes, some weapons are not.
