Unless it's not doing what it's saying, you can highlight people on the in-game playerlist, right-click, and 'Open PM'. The PM windows show up with the heading 'Message to Selected'.

The external playerlist delivers internal content. That is not good UI design. It shouldn't be disconnected; either all of it is external or all of it is internal.

It doesn't make it hard to read at all. The text is magnitudes lighter than the background. In fact, if it were any other color than light blue, it would be more difficult to read.

What do you mean? The tabs are the exact same size and use the exact same icons. If anything, the external tabs are more difficult to differentiate, since there isn't any kind of color difference between the selected tab and the unselected tabs, unlike in the internal playerlist.

That's only a technical detail. There is no significant (read: noticeable) difference in speed or responsiveness. If you think there is, then you're looking too hard for it.
I would probably have used the external playerlist if it was 100% external. But it just makes more sense to use the internal playerlist, since the PM windows, profiles, history, etc. are all internal windows.
