Kingdom-related and leader items aren't the same thing. Nor should they be linked in any way.
I reckon KJ's Emperor should definitely get a Kabuto but it'll just be more aesthetically appealing than the regular Kabuto KJ deserves
and with a little better stats like +1speed over whatever the reg Kabuto would get.
