You can use TSockets to bind a socket on the server and accept incoming connections but you cannot do this without Stefan first allowing the binding to take place. Perhaps your suggested application of it would not be entirely sensible though, it just seems like adding another attack plane to the server is not a good idea when RC already works well enough (what if someone gets access to your supposed control panel?) so you might need to come up with a more compelling use for it.
