You have to rely to much on others, and there is no way of having a good overview of the situation in that event. Unless it's greatly improved on all aspects, I see no reason to base so much of Classic on that event.

I wouldn't call this basing the server off of an event, it's meant to provide something for players to do in the mean time while the server is UC and actual content is still being worked on, it also potentially brings more interest in the server for when it does become closer to being ready.
Ofcourse this does depend on other players turning up, which is exactly why it may need to run on an organised basis.
