Hertz is a measurement of Cycles per second. The inverse of Hertz is the duration of one of those cycles. At 200Mhz one of those cycles lasts 5 nano seconds. Different operations in the cpu can take anything from a half cycle to several cycles, so even looking at it that way, it's not very accurate. Counting how many of those cycles it took to complete a script would give you cpu time, and still couldn't be described as cycles per second, but cycles to complete. I'm just trying to say, unless your cheating yourself, you can't measure a script in hertz in anyway I can think of. Although you could describe a loop structure in a script as hertz, because it has a cycles per second that describes it. A 0.05 timeout loop is easy, it's 20Hz. I really don't know about a for loop or another kind of loop. Sorry if I got carried away, it's not very often people ask about things I know anything about. You guys rock you really do.
