anubis_wing will become famous soon enough
You can make squads have a system like Arena teams in WoW, where you queue up and if there's other squads online you face them, increasing your score, maybe make special weapons/armor/outfits for squad ratings. Then for the fact that there's a low population make it so that they can gain personal points towards their squad by accumulating points every succesful match on a planet based on how many kill/deaths you had. Like, the least you can get for your rating is 0 points a match, but the most you can get in a match is 5(per person) and the most you can get a day is 20(per person). In order to do that you need to have 5x the amount of kills to deaths. So say you have 20 deaths, you need to have 100 kills to equate to the 5 points you can get per match (until you reach 20 of course) the reset would be at a set time per day.

For squad battles, maybe make like 5 different arena areas that aren't huge but decent in size with obstacles for tactical maneuvering. Per squad battle the points you got from winning would be like every member you have left standing at the end x 10 + 100 points then divide it by half the difference in squad score. The losing team will be deducted the same amount of points. If the team with the lower score wins, they will gain a flat 100 + (number of players left x 10) score increase. If the team with the higher score loses they just lose however many points was the difference between the two. (so a team with 1000 loses to a team with 300 they lose 700 points (could be reworked might be a little imbalanced)) Unless they are the same score in which case the score recieved is just divided by 2. The max amount of players in a squad are 5, then there's a 3's team then there's a 2's team. 5 man squads will start with 500 points, 3 mans will start with 700 and 2's will start with 1000 points.

Example: So, Squad 1 has 500 score, Squad 2 has 450 score. Squad 1 wins with all remaining members alive, so they get 50 points + 100 which = 150 / 25. Which means that Squad 1 will wind up with 506 and the other team will end up with 444.

Example 2: So, Squad 1 has 435 and Squad 2 has 435. Squad 2 wins with 2 people left since both teams have the same score, Squad 2 will recieve 120 points / 2 which is a whopping 60 points. But say they play another match against them and Squad 1 wins 1 person left, Squad 1 has 435 and Squad 2 has 495. Squad 1 will recieve 110 bonus points straight up and the other team will lose 60.

For rewards you can have it so a person needs to have the Squad score and then a certain amount of money to purchase the weapons/clothing/etc. We can also say that in order for you to use the stuff you need to keep a squad score of the same or higher (but that could be a bit too much). I think it'd be fair if you just needed to get to the score in order to stay there. You could also work like WoW and introduce seasons where every 4 months the scores reset (you keep the stuff you had before) and new stuff comes out (this would keep people reapplying to get the best stuff every Squad season). Another idea is introducing armor to the game where they will keep your damage the same, maybe slow you down but you get a small reduction to damage (like resilence in WoW).
