I was talking to Stefan about this the other day and the impression I got was that he won't immediately give server backups to people who didn't manage/own the server (presumably to stop people just pillaging a server if it goes down for a short while), however the longer a backup is sitting around unused the more likely it is that a request to use it will be approved.
