There's a certain point where server staff have to step in and act. It's good to give players tools like ignore (for PMs and chat) and a clientside swear filter, but that doesn't mean players should be allowed to do whatever they want. Others have a right to not be harassed, for example, and shouldn't have to worry about blocking everyone on the server.
EDIT: And I agree with Rufus, censoring doesn't really change anything besides tensions. Unfortunately, changing a community's personality isn't very easy
