This happened on awhile ago on N-Pulse, and on the their Debug server. Recreating the .gmap file, saving it as a new name, remove the minimap text file, removed bigmap=bigmapname.txt in server ops, and restarting the server fixed it. I was also told by PWA, it's highly recommended to not update the gmap itself because it will create more problems.
