Yes, they do, especially when they have Westbrook. Westbrook needs to be more involved. He had great hands too, so you can do short passes from the backfield or LoS and have him use his speed and elusiveness to make a great play.
However, the Saints will most likely start off with a decent early lead in the 1st half, I'd say 2 scores worth. This means you have to keep the clock stopped and that means you have to throw it, can't win from behind with a run game effectively. If they get in that situation, I would do short passes, especially to Westbrook, near the sidelines, managing the clock well. That was you can have your backup QB do the short passing with less worries of rookies making game losing mistakes. In the end, they just wont be able to outscore Brees.

The crowd will have an impact, though if Orton doesnt start off well, I can see them going silent. The Browns are very young team though, and AFAIK, rookies are too adrenaline charged and pumped up from getting playing time in the NFL that the crowd just seems to be background noise for them, they are way too concentrated on trying to keep their jobs and making a name for themselves, where vets already did that. You can see that in vet QBs like Warner and Favre, both react to the crowd strongly.
Edit: I have to digress on the crowd though. The crowds reception of Orton will also depend on Cutlers success/failure. The more Cutler fails, the more the crowd will be behind Orton. Cutler proved he can't take pressure well, and next week he sets up vs the Steelers...
Its a home game for the Bears too, but I don't think Cutler will get such a warm welcome now, making a fool of himself vs their worst rivals.
