I can't really speak for the other free dev servers but I can for Zodiacs. Yens scripts were so fragile that everytime anyone tried to add/improve anything it would crash the server. When the baddies took on a mind of their own, Stefan asked that they make then test any improvements on dev then migrate them. There should still be several of you out there that commonly said, "Zodiac must be adding something, all the servers just crashed.

It normally ends up going by extreme need to get a free one. If you can show Stefan an actual need and a timeframe of need, he's usually more inclined to grant one.
